Why it starts in the design
A brief often says "fibre" or "prepared for data". That is too vague to design for or to test.
The six levels of the IT-Label give a concrete goal: from shell to fully smart building. That way everyone in the project knows what must be in place at handover.

The official IT-Label audit: physical infrastructure and actual performance, translated into a label from IT5 to IT1+. Valid for two years.
