Picture a tenant moving into a new office. The water is connected, the lights are on, the climate system is running. Structurally, everything seems ready. Yet on the first working day it turns out that the fiber connection is not yet active, that no one knows where the main connection enters the building, and that the internal cabling is outdated. The wifi is not designed for the number of employees and the server room is not in order. It can take weeks before the right connection is available.
The question arises: is such a building actually ready for use? Physically, everything works, but the organization cannot get to work. This shows just how fundamental connectivity has become. Digital infrastructure is no longer an extra you arrange later. It is a basic provision.
In this article we look at why digital infrastructure is growing into the fourth utility of real estate, alongside water, electricity and gas. And why it is time to measure and document that provision just as seriously as all the others.
What actually counts as a utility?
Water, electricity and heat have traditionally been considered essential building provisions. They are simply necessary for a building to function. Without water, a building does not work. Without power, it does not work. Without gas or an alternative heat supply, it does not function properly. These connections are so self-evident that we barely think about them.
For nearly every modern organization, the same now applies to digital infrastructure. Internet, cloud software, email, VoIP, video calling, payment systems, access control, security, data storage and increasingly AI applications have become indispensable. If the connection drops, a large part of the organization comes to a standstill immediately.The tap can work and the lights can be on, but without a connection the modern organization still grinds to a halt. Water lets people drink, power lets equipment run, and data lets organizations function. Seen this way, the step toward a fourth essential connection is not a big one.
From internet connection to digital infrastructure
Digital infrastructure is much broader than simply noting that internet is present. A complete digital delivery level includes fiber, the choice of provider, redundancy, internal data cabling, wifi, patch cabinets and MER and SER rooms. It also involves power supply, cooling, network segmentation, access control, monitoring, documentation, cybersecurity and clear agreements about responsibilities between owner and user.
A fiber cable reaching the front door does not mean a building is well set up digitally. A connection to the network is something very different from a good digital delivery level. The chain behind it determines whether an organization can actually work, and whether the building keeps pace with what will be required in the years ahead.
It is therefore useful to approach digital infrastructure the way we look at fiber in buildings and the associated network redundancy: as a coherent whole that can be assessed, not as a single cable that is either present or not.
A building can be fully complete structurally and still be far from ready digitally.
The building itself becomes a data consumer too
So far we have mainly looked at the organization using the building. But the building itself is also becoming increasingly dependent on data. Modern buildings are full of digital technology: Smart Building systems, sensors, IoT, smart lighting, climate control, energy management, cameras, charging stations, solar panels, elevators, building management systems and predictive maintenance.
All these systems generate and use data. This gives rise to a new concept: the building's data consumption. Not only do tenants use ever more data, the building itself is becoming a major data consumer too. The chain runs from digital infrastructure to data, through IoT to insight, and from smart control to future-proof real estate.
No Smart Building without a digital foundation
A building full of smart devices is not yet a Smart Building. Sensors, systems and installations need to be able to communicate with each other reliably. That requires connectivity, bandwidth, stable networks, secure connections, proper cabling, redundancy and monitoring.

AI is putting this development into a higher gear. Organizations are making ever greater use of AI assistants, cloud computing, real-time data analysis, video technology, automation, digital twins and smart building systems. As a result, the amount of data processed by buildings and organizations keeps increasing.

Without data you cannot measure. Without measuring, it is hard to steer. And without proper digital infrastructure, reliable data is not a given. This is how energy performance and digital infrastructure become intertwined. The market still mainly looks at square meters
Look at how commercial real estate is presented for lease. Brochures usually list floor area, rental price, parking spaces, the energy label, installations and service costs. Information about digital infrastructure is often missing, or limited to the statement "fiber available".
This raises questions that are rarely answered. Which provider is connected? Is the connection active? Is there redundancy? How old is the cabling? What is installed internally? How is the wifi prepared? Where is the MER located? Who is responsible for which infrastructure? And what capacity can the building actually handle?
We often know exactly how many square meters a building has, but not how much digital growth it can accommodate. The fact that IT infrastructure is missing from nearly every rental brochure shows how large this blind spot still is.
Second-hand real estate, second-hand IT
Commercial real estate is, moreover, often effectively a second-hand product. A building has usually had multiple tenants. Over the years, cables have been added, patch cabinets adjusted, providers switched, temporary connections installed and systems expanded. Documentation regularly gets lost along the way.
As a result, when a new leasing transaction takes place, sometimes no one knows exactly what digital infrastructure is actually present. You are not just taking over an existing building, but often years of digital history as well. An independent survey brings that history back into view.

From three to four utilities
Traditionally, we think of water, electricity and gas or heat when it comes to building provisions. For modern commercial real estate, a fourth pillar is emerging: data and connectivity. The sum then becomes: water, energy, heat and data.
A modern building does not have three, but four essential connections. Perhaps we should therefore no longer treat digital infrastructure as an IT issue, but as a real estate provision. That calls for a different way of looking at buildings, one in which digital capacity is measured just as naturally as floor area or the energy label.
