Anyone wanting to assess the digital infrastructure of an office building, business premises or other commercial real estate goes looking for a standard. And then does not land on a single document, but on a series of standards and guidelines that each address part of the issue. There is no specific "NEN for real estate IT" that assesses the building in its entirety.

That is notable, because the building blocks do exist. For cabling, for electrical safety, for generic telecom infrastructure: there is a carefully drawn up technical standard for almost every component. What is missing is the coherence. The question that follows is the core of this article: who assesses the overall picture?

This article looks at the fragmentation of standards around digital infrastructure and at whether IT-Label can grow into the connecting layer that brings all those components together into one clear picture.

Plenty of standards, but each for one component

There is no shortage of standards. On the contrary. Anyone wanting to test the technical quality of a building can rely on a solid foundation of established standards. Each of them matters, and each of them mainly assesses one specific technical subject.

  • NEN-EN 50173 series: focused on generic structured data cabling in buildings.
  • NEN-EN 50174 series: focused on the installation, deployment and quality assurance of ICT cabling.
  • ISO/IEC 11801: the international standard for generic telecom and data cabling.
  • NEN 1010: focused on safe low-voltage electrical installations.
  • NEN 3140: focused on safe operation, inspection and maintenance of electrical installations.

For the current versions and official descriptions of these standards, we refer to reliable sources such as NEN and ISO. These standards are indispensable. An engineer, IT installer or specialist draws value from them daily. But they rarely answer the question a real estate professional is asking.

Because in the end, a tenant does not want to know whether a cable was installed according to the correct standard. They want to know whether they can work here tomorrow. That is a different question, and it falls outside the scope of any individual technical standard.

What a tenant is actually asking

Behind the simple question "can I work here tomorrow" lies a whole series of concrete sub-questions. In practice, a tenant, owner or advisor wants to know:

  • Is fiber present, and is there redundancy if the internet connection fails?
  • Which CAT cabling is actually in place, and how old is that infrastructure?
  • Is the server or patch room properly set up and secured, and who has access to the technical rooms?
  • How is the WiFi infrastructure organized, and which building systems are connected to the network?
  • Is documentation available, and who is responsible: tenant, landlord or supplier?
  • Can the building handle future growth in data consumption, cloud use, AI and smart building applications?

None of these questions is fully answered by a cabling standard. And yet these questions together determine whether a building is digitally usable. They touch electrical systems, network, security, management, responsibility and future readiness all at once.

That is where the gap lies. The technical standards are the building blocks. What is missing is the legend that helps real estate professionals understand what all those building blocks together mean for the building.

The standards already exist. What is missing is not another technical guideline, but the coherence that translates them into a clear digital delivery level.

From technical standard to a clear real estate level

Here IT-Label deliberately positions itself as a translation layer between technology and real estate. Not as a replacement for existing standards, but as the layer on top of them. An engineer benefits from the exact requirements in a NEN or ISO standard. An asset manager, broker or financier benefits from a much simpler conclusion: what can this building handle digitally?

IT-Label does not want to reinvent how a cable should be installed. It wants to make visible what all the digital components together mean for the building. To do this, IT-Label can use existing NEN, EN and ISO standards precisely as the underlying technical foundations, and assess on top of them the real estate questions that currently fall between the cracks.

What IT-Label additionally brings into view

On top of the technical foundations, an assessment can also look at the availability of fiber, internet capacity and redundancy, copper and fiber cabling, WiFi infrastructure, patch cabinets and server rooms, physical security and access control, camera placement, cybersecurity-related building risks, IoT and building management systems, documentation and as-built drawings, ownership and responsibilities, maintenance and lifecycle, continuity, scalability, future data capacity and suitability for AI, cloud and smart building applications.

All these components together form what we call the digital delivery level of real estate. The result is not a stack of separate technical reports, but one recognizable assessment that aligns with the classification from PREMIUM to SHELL.

Why can we measure energy but not digital?

In real estate, we have grown accustomed to talking about energy labels, BREEAM, WELL, technical condition, fire safety and installations. For those aspects, recognizable qualifications exist that everyone in the market understands.

Digital infrastructure, by contrast, is still described with loose terms such as "fiber present", "WiFi present", "CAT6 cabling" or "internet possible". These terms say hardly anything about quality, capacity, redundancy, security or future readiness. They rarely appear in a rental brochure in proportion to their importance.

That raises a simple but uncomfortable question: why can we see at a glance how energy efficient a building is, but not how digitally future-proof it is? The information is collected for energy. An example of why coherence matters

Take a building with new CAT6A cabling that has been technically installed to a high standard. At the level of the cabling standard, that building scores well. Look at the whole, however, and it turns out there is only one internet connection, the patch room is accessible to multiple tenants, as-built documentation is missing and no one knows exactly who is responsible for the active network equipment.

Individually, the components can therefore be fine. But is that building digitally future-proof as a result? Without redundancy, work grinds to a halt at a single outage. Without a secured technical room, a security risk arises. Without documentation and clear responsibility, every management incident becomes a search.

This is exactly where a combined standard needs to make the overall picture visible. Excellent cabling in a vulnerable whole remains a vulnerable whole. That insight only emerges once you place the components side by side, rather than assessing each one separately.

A digital MOT, a passport and the moments in the cycle

A combined framework for digital real estate quality has value at multiple moments. Think of a digital MOT that periodically tests digital resilience, a digital passport of a building that records the information in one place, and Digital Due Diligence during transactions. The goal is always the same: to make visible what is currently invisible.

Such a system is not tied to a single moment in a building's lifecycle. It can add value:

  1. during new construction and delivery;
  2. during letting and taking up occupancy;
  3. during purchase and sale;
  4. during renovation and redevelopment;
  5. during technical due diligence;
  6. and during periodic inspection.

Can the Netherlands arrive at one shared standard?

Then the ambitious question. Can the Netherlands eventually arrive at one shared standard for the digital delivery level of commercial real estate, and can IT-Label contribute to that?

An interesting next step could be to explore whether the IT-Label methodology can, in the future, connect with the Dutch standardization process. Standardization can take various forms, from a practice guideline to a technical agreement or eventually a formal standard. The correct terminology and procedures for this lie with NEN, and before any concrete statements are made about it, these need to be carefully verified.

To be clear: IT-Label is not currently a NEN standard, and NEN is not involved with IT-Label. A combined standard for digital real estate should not be determined by a single commercial party. A standard becomes stronger when the market builds it together. That is why IT-Label operates as a knowledge collective in which different disciplines come together.

Perhaps the real estate market does not need to develop even more separate technical guidelines. Perhaps we should instead start by connecting what already exists. The technical standards are careful, established and indispensable. What is missing is the layer that translates their meaning into an understandable real estate performance.
