The Smart Readiness Indicator emerged from a logical development. In recent years, buildings have acquired more and more sensors, smart climate installations, energy monitoring, automatic lighting, charging infrastructure and intelligent control technology. Europe wanted to make visible how well buildings could respond to energy, installations and user needs using this kind of technology. That was forward looking, and it remains an important step toward transparency about smart buildings.

Yet there is a tension that cannot simply be smoothed away. Technology develops faster than regulation. Since the concept behind SRI was conceived, the world of cloud first organizations, hybrid working, generative AI and real time data has changed fundamentally. So the question is not whether SRI is valuable, but whether our definition of a SMART building still matches the way people and organizations actually use buildings.

In this article we sharpen that question. If a building is technically SMART, but the tenant cannot function digitally within it, how SMART is that building really?

SRI was forward looking when it was conceived

The reasoning behind SRI is clear. As buildings gained more technology, the need arose for a way to express their intelligence. A climate installation that responds to occupancy, lighting that adapts to presence and a charging installation that accounts for energy load: these are functions that call for a shared language. SRI tries to provide that.

Since that concept was developed, however, a great deal has changed. We have seen cloud first working, an explosion in video data traffic, IoT, digital twins, ever heavier cybersecurity requirements, AI agents and a continuously growing stream of real time data. The user has not stayed the same, and buildings are consequently placed under different pressures than they were ten years ago.

That raises an uncomfortable question. Isn't our definition of a SMART Building already due for revision? A building considered smart in 2018 is measured against different expectations in the AI era. Anyone who recognizes this sees that a standard is never finished.

A building is not SMART just because the lighting switches off by itself

Let's be provocative. A building in which lighting responds to presence can be SMART from an installation technology perspective. A climate installation that automatically responds to occupancy is SMART. A charging installation that accounts for energy load is SMART. That is not insignificant, and it contributes to comfort and energy use.

The modern user, however, expects much more. That user works in cloud environments, in video conferencing, in AI applications, in ERP and CRM systems, with large datasets and in digital collaboration environments that require connectivity all day long. For that user, a building is only workable if the digital infrastructure can handle that load.

That is why the question is justified: why do we assess the intelligence of the building extensively, while barely assessing the digital infrastructure the user needs to run their business? This is not a criticism of installation technology, but an observation about the scope of the measurement.

Perhaps SRI already exists, but the market has moved on

It is too easy to say that SRI is outdated. That is factually incorrect: SRI is still very much in development and implementation. The fairer statement is that the technological reality to which SRI relates is meanwhile changing at breakneck speed. An indicator built primarily around building installations and energy has to relate to a world in which digital functionality and AI are becoming increasingly decisive for actual use.

Look at the official SRI methodology and the question becomes concrete. Elements around connectivity, communication, monitoring and control are included to some extent, aimed at the control of building technology. But a series of topics that are essential for a modern tenant fall outside it, or barely fall within it.

A building can have an excellent smartness score and still be digitally unworkable for the organization that earns its living there.

Think of fiber optic access into the building, provider choice, redundancy in the connection, internal data cabling, WiFi coverage, server and patch rooms, physical IT security, cybersecurity provisions, digital continuity and digital scalability. Think also of the demarcation between tenant and landlord and of future AI and data use. These are precisely the aspects on which a housing decision increasingly hinges.

IT-Label also measures SMART

An important nuance belongs here. IT-Label is not exclusively an internet label. During an IT-Label audit, several components are examined that are also relevant to the intelligence of modern buildings. The analysis includes among other things:

  • Connectivity: how is the building digitally connected?
  • Smart building: which digital building systems are present?
  • IoT: which connected devices and sensors are used?
  • Access: how is access arranged digitally?
  • Monitoring: which systems are monitored?
  • Cybersecurity: how are relevant physical and digital infrastructures secured?
  • Continuity: what happens when systems or connections fail?
  • Infrastructure: can the underlying infrastructure support all the technology?

With this, IT-Label also looks at how SMART a building is. The difference lies in the next step. An essential dimension is added to that analysis: what does this mean for the user? After all, a building is not an end in itself, but a place where organizations need to be able to work.

From SMART Building to SMART Workplace

A distinction is needed that is often missing. SRI thinks primarily from the SMART Building perspective. IT-Label wants to make the connection to the SMART Workplace. Because ultimately a building does not exist to be technically intelligent, but to facilitate people and organizations.

The question should therefore not stop at: can the climate installation respond intelligently? It has to continue to: can the organization working here function digitally? And subsequently: can this workplace grow along with that organization's digital use? These are different questions, with different answers.

Without a user there is no function. Without function there is no rent. Without rent there is no value. That simple chain forces us to assess SMART real estate not only from the technology of the building, but from the functionality it offers the user.

Without a user, real estate has no value

This is the economic core of the story. A building can be technically perfect. It can achieve a top score on the energy label, it can have an excellent SRI score and it can be full of smart technology. But if no organization wants to work there, what is that technical quality economically worth?

Commercial real estate derives its economic value from use. The chain is well known: user leads to rent, rent leads to cash flow, cash flow determines value. User functionality is therefore not a detail to fill in later. It is the foundation on which the entire return rests, and it is also a topic relevant to yield, acquisition and disposition.

Perhaps we should therefore define SMART not only by what the building can do, but by what the building makes possible for its user. That is a shift in measurement order with far reaching consequences.

From building centric to user centric

The distinction can be summarized briefly. SRI is predominantly building centric: it measures what the building's smart technical systems can do. IT-Label is building and user centric: it looks at what is digitally present and what that means for the user.

Where SRI establishes that a building has smart technology, IT-Label identifies the digital delivery level the user will actually encounter. That is the translation: from technical presence to practical usability.

Because a tenant wants to know something quite different

Let's make this practical. A tenant looking for 3,000 square meters of office space rarely asks about the smart readiness of automatic heat emission. They ask whether two hundred employees can work well there, how quickly the organization can become operational and what internet connection is available.

Alongside that, questions arise that used to fall outside the brochure: is there redundancy, how good is the WiFi, what do I need to invest myself, who is responsible for the IT infrastructure and how secure is the server room? These are topics that touch the core of what a tenant should pay attention to before signing.

And increasingly the question is heard: can this building support our future AI use? That is exactly the information on which a housing decision is based, and it is rarely measured explicitly.

AI is changing the definition of SMART

Until recently, a SMART Building mainly meant: a building that handles its own installations intelligently. AI is fundamentally changing that notion, because the user is also becoming increasingly intelligent. Organizations deploy AI for analysis, design, legal work, customer service, software development, research, marketing, engineering, planning and automation.

As a result, their dependence on digital infrastructure increases. Tomorrow's SMART Building must therefore not only be intelligent itself, but must be able to facilitate intelligent organizations. That is a broader definition of SMART, and it shifts the center of gravity from the installation to the digital carrying capacity of the building.

SMART without infrastructure is a facade

The smarter a building becomes, the more dependent it becomes on its digital foundation. Every sensor needs connectivity. Every digital access point processes data. Every app needs to communicate. Every digital twin and every AI system requires compute and connection.

SMART therefore rests on digital infrastructure, and underneath that lie power, data, connectivity, security and continuity. If that foundation is not properly arranged, a building can be full of SMART technology and still be digitally vulnerable. The smartness is then a facade without a foundation.

This leads to a fundamental question about sequence. Why do we start with the question of which smart technology the building has, instead of the question of what the building needs to make functionally possible? The more logical reasoning runs from user to function, to digital applications, to required capacity, to infrastructure and only then to the SMART technology built on top of it. In short: user, function, digital, smart, instead of smart, building, user.

Not a competitor to SRI, but a glimpse of SRI 2.0

It is tempting to position IT-Label against SRI. A more interesting thought is that IT-Label shows what a next generation of SMART readiness could look like. Not only: how SMART is the building? But: how SMART, connected, safe and usable is the building for the user?

This creates a broader definition in which four qualities come together: SMART, connected, safe and usable. Only when these four reinforce each other does truly digitally functional real estate emerge. This connects to the discussion of how standards relate to each other, as in the analysis on SRI and IT-Label.

The consequence for the market is real. As soon as digital quality starts to influence location choice, it becomes relevant to lettability, tenant retention, CAPEX, vacancy risk, asset management and investment decisions. Ultimately the user determines which building quality gains value, and that makes the user perspective more economically important than ever.

The question for Europe and for the owner

Europe is working on SRI, investing in AI, wants to digitize businesses and wants to strengthen its competitiveness. Yet SMART Buildings and the digital workplace are still often treated as two separate policy worlds, while they come together in the same building. The next generation of building standards could therefore address digital usability alongside energy performance and smart readiness.

For an individual owner, the next step is more concrete. Do not start with the question of how smart your building is, but with the question of how well your user can work there digitally and whether that can grow over time.
