The Dutch Central Government Real Estate Agency has extensively documented, through the Handbook ICT Housing and Cabling, or HIB for short, what the digital infrastructure of government offices must comply with. Version 3.0 describes in detail how ICT rooms, cabling, redundancy and related facilities must be executed. That makes sense: a modern office barely functions without a reliable digital foundation.
A commercial tenant viewing an office, however, is rarely presented with a technical specification or dozens of pages of standards. That tenant wants to know something much simpler: what is being delivered here digitally, and what can my organization do with it?
In this article we examine whether the IT-Label can form the translation between technical ICT requirements, such as those set out in HIB 3.0, and the actual digital delivery level of commercial real estate. Not as a replacement for the technology, but as a bridge to it.
What is HIB 3.0?
HIB 3.0 is the current version of the Handbook ICT Housing and Cabling of the Dutch Central Government Real Estate Agency. The handbook ensures a consistent and future-proof ICT cabling infrastructure within government real estate, so that different buildings are equipped in a comparable, recognizable way.
The document contains requirements and guidelines for, among other things, ICT rooms, ICT cabinets, copper and fiber cabling, connection points, redundancy, electrical provisions, climate control, safety, sustainability and Remote Powering via Power over Ethernet. Future-proofing, hybrid working and smart building technology also receive attention.
The scope is important here. HIB 3.0 primarily covers the ICT housing and cabling infrastructure of the building. Data centers and active ICT equipment, such as switches, servers and network equipment in operation, fall outside this handbook. Anyone using HIB 3.0 as a reference must respect that boundary and not attribute to it matters it does not cover.
Why is HIB 3.0 relevant for commercial real estate?
A simple question fits here. If the Dutch Central Government Real Estate Agency considers it necessary to standardize the digital foundation of its offices in such detail, why does the digital delivery level of commercial offices remain so hard for a tenant to understand?
For a real estate asset, a user usually receives plenty of understandable information: the number of square meters, the rent, the service costs, the energy label, parking spaces, climate installations and the delivery level. Information about IT often stops at a single sentence.
"Fiber available" or "good internet connection possible" says little about the overall digital quality. It does not tell the tenant what capacity is available, whether redundancy exists, or what still needs to be arranged independently. That is exactly why IT infrastructure is missing from virtually every leasing brochure as a concrete, comparable data point.
HIB 3.0 alongside IT-Label, not opposite it
Here lies the most important distinction in this article. HIB 3.0 sets technical requirements and guidelines. The IT-Label does not aim to replace these, but where relevant, uses them as a technical foundation and translates them into an understandable digital delivery level.
A comparison with other building components helps. A tenant does not need to know all the standards behind a climate installation to understand what comfort level is being offered. In the same way, a tenant does not need to grasp all the specifications of cabling, patch cabinets, redundancy and ICT rooms.
The user wants to know four things: what am I getting, what can I do with it, what do I still need to arrange myself, and can I grow digitally here? That is the potential function of the IT-Label. It is explicitly not a certification mark but a translation from technology into something the market can work with.
Technology speaks in requirements, the real estate market speaks in delivery levels. Precisely in between, the translation is missing today.

A logical next question is how principles from HIB 3.0 relate to the different levels of the IT-Label classification. From high to low, this methodology distinguishes six levels.
- IT1+ PREMIUM: a highly complete digital ecosystem in which virtually all relevant facilities are present and prepared at a high level.
- IT1 HIGH PERFORMANCE: a high-quality, future-proof infrastructure where the user only needs to carry out limited optimizations.
- IT2 PLUG & PLAY: a strong digital foundation that allows a user to become operational quickly, with further fit-out depending on use.
- IT3 READY: the essential basic facilities are present, but a significant part of the user-specific fit-out still needs to take place.
- IT4 CORE: the building mainly offers the necessary connection options and infrastructure basics; the user realizes a large part itself.
- IT5 SHELL: a digital shell delivery in which the user organizes virtually the entire infrastructure itself.
For each level, parts of HIB 3.0 can serve as a technical reference or assessment framework. But there is explicitly no one-to-one equivalence. A building that complies with HIB 3.0 is not automatically IT1+ PREMIUM, and a building not designed according to HIB 3.0 does not automatically receive a low label. Ultimately, the IT-Label looks at the actual digital delivery level for the user.

From Program of Requirements to commercial delivery level
Technology speaks in requirements, the market speaks in delivery levels. That is presumably exactly the function of the IT-Label. A technical advisor can establish that the cabling meets a certain standard, that a specification is correct, and that the ICT room has been executed according to a requirement.
But an asset manager, broker, landlord or tenant needs to understand something different from that. Is this good? What does it mean for my building? What can a tenant do with it? What investments are still needed, and who pays for what?
The IT-Label therefore does not aim to become an additional technical handbook. It aims to make technical information commercially readable. In practice, this works as a chain: HIB 3.0 and related standards provide the requirements, a technical audit establishes what is actually present, and the label translates that into a delivery level everyone understands.
The demarcation list as the link
Responsibilities deserve separate attention. An IT-Label does not automatically determine that a facility always belongs to the landlord or always to the tenant. That depends on the building, the lease agreement and the agreed delivery level.
That is why an IT demarcation list belongs with the label. It can record, per component, what is present at delivery, what is the landlord's responsibility, what the tenant arranges itself, how management and maintenance are organized, and how upgrades, replacement and costs are divided.
This makes IT not only technically clear but also contractually understandable. This connects to a question that keeps returning in leased real estate: who actually arranges the IT? Without a clear demarcation, that question too often remains unanswered until something goes wrong.

HIB 3.0 deliberately pays attention to future-proofing, hybrid working and smart building technology. At the same time, AI is rapidly changing organizations' digital dependency.
Cloud applications, sensors, connected devices, video communication, cybersecurity and data-driven building management are making reliable digital infrastructure increasingly decisive. The Dutch Central Government Real Estate Agency itself already works with real estate data, sensors and machine learning to manage buildings more intelligently, safely and efficiently. The role of smart building technology is therefore increasing.
This leads to a simple question. If professional users are becoming increasingly dependent on digital infrastructure, isn't it about time that infrastructure becomes as understandable a part of a property's delivery as climate, lighting and energy? For many organizations, a future-proof office is something that starts with IT.
The positioning of IT-Label
Care is warranted here. The IT-Label does not claim to have developed a better standard than the Dutch Central Government Real Estate Agency. That would miss the point.
The message is a different one. High-quality technical standards, guidelines and norms already exist, including HIB 3.0 and relevant NEN, EN and ISO standards. But between that technical world and the commercial real estate market, a simple translation to the actual delivery level for the user is missing.
That is where the IT-Label wants to play a role, as an independent knowledge collective that makes digital building quality clear. HIB 3.0 can serve as a valuable substantive reference in that process, alongside other technical frameworks. It is not a contradiction, but a complement.
What you can do as a next step
With HIB 3.0, the Dutch Central Government Real Estate Agency shows that digital infrastructure is no longer a separate facility, but part of a future-proof working environment. The next step for commercial real estate therefore perhaps does not need to be yet another technical standard.
The next step is making sure owner, broker and user understand what all that technology ultimately means. Not just: what technical requirements does the building meet? But above all: what is delivered digitally, what can the user do with it, and who is responsible for what?
