Anyone renting an office, developing a logistics center or managing a portfolio wants to know what can be delivered at an address. For electricity, water and energy performance, clear answers already exist. For connectivity, that is different. The question "which provider can deliver here?" sounds simple, but the answer is often fragmented, address-dependent and hard to verify.
This article maps the main parties that can digitally unlock commercial real estate in the Netherlands. We deliberately distinguish between network owners, internet service providers, business fiber providers, carriers and parties that deliver services over other people's networks. That distinction is not a detail. It determines whether a building sits directly on a network or whether a service runs over it that actually originates from a third party.

Five types of parties, often mixed up
In conversations about internet and real estate, terms like provider, carrier and network owner are often used as synonyms. In practice they are different roles. One organization can fulfill multiple roles at once, but that is not a given.
- Network owners own the physical fiber or cable in the ground. They determine where infrastructure lies and who may deliver over it.
- Internet Service Providers sell internet services to end users, sometimes over their own network, sometimes over someone else's.
- Business fiber providers focus on business connections, dedicated links and Fiber-to-the-Office.
- Carriers and enterprise network providers focus on large-scale, often international connections between data centers, cities and countries.
- Resellers deliver services over other owners' networks, without owning infrastructure themselves.
The result is an important nuance: "provider available" does not automatically mean that a building is connected to that provider's own network. A service can technically be delivered via a third party's fiber, with all the consequences for lead time, redundancy and management that entails. This distinction makes clear why responsibility for IT infrastructure so often remains unclear.
The main parties for business Netherlands
Below are the parties relevant in 2026 for business connectivity and physical digital infrastructure in the Netherlands. Information on services and coverage comes from the providers themselves; for market information at national level, sources such as the ACM are leading. Commercial claims from suppliers are not independent facts, and where something is address-dependent, it must be verified per location.

In addition, regional fiber companies, open-access networks, dark fiber providers and specialized business telecom parties are relevant, especially on business parks and around data center clusters. Which party fits best at a specific address depends on the type of building and the organization located there. A small office with twenty employees has different requirements than a headquarters, a hospital, a production environment or a multi-tenant office building.

Does it matter where in the Netherlands your building is located?
Yes, and more than most coverage maps suggest. National presence does not mean that every provider can deliver the same infrastructure or service at every address. Telecom is ultimately hyperlocal: a provider can be nationally active while, on a single business park, or even within a single street, different possibilities exist.
The differences do not neatly follow provincial borders. They relate to the type of area. In the Randstad and around major cities, dense, competing infrastructure is often present. On business parks, the offering can differ strongly per park, depending on who once laid the fiber. In older city centers, the physical accessibility of buildings plays a role, and at new-build locations much depends on what was included during the development phase.
Recognizable real estate regions
Around Amsterdam and Schiphol, data centers, international companies and carriers are concentrated, with dense business fiber infrastructure. Rotterdam combines port, industry and logistics, with requirements that go beyond a standard office. Eindhoven and the Brainport region have data-intensive, high-tech companies. Venlo is a logistics hotspot with large warehouses and international companies. In Zeeland and comparable areas, lower population density plays a role in the availability of regional infrastructure.
The lesson is always the same: the presence of a provider in a region is an indication, not a guarantee. Only at address level does it become clear what is actually deliverable. That is precisely why no one currently measures the IT infrastructure of real estate structurally.

For real estate, more matters than a speed figure. Among the business services that can differ per address are Fiber-to-the-Building and Fiber-to-the-Office, dedicated internet access, symmetrical connections, dark fiber, wavelength services, MPLS, SD-WAN, private networks, DDoS protection, managed networking, mobile 4G and 5G backup, redundant connections and direct links to cloud and data centers.
Briefly explained: Fiber-to-the-Building means fiber all the way into the building, dedicated internet is a connection that is not shared with others, symmetrical means that upload and download are equally fast, and dark fiber is fiber that you configure yourself. An SLA sets out what happens in the event of an outage and how quickly a fault is resolved. Together, these terms determine whether a connection fits what an organization does.
Speed is not the most important criterion
It is tempting to compare connectivity on 1 Gbit/s versus 10 Gbit/s. For many organizations, other factors are at least as important. Is the service deliverable at the address at all? Is the connection symmetrical? How low is the latency? What does the SLA arrange and within what recovery time? And is there actually a second, independent connection?
The question of what internet outage really costs a business shows why availability and recovery time often weigh more heavily than nominal speed. A building that is fast on paper but lacks redundancy can come to a complete standstill during a single outage.
Two providers does not automatically mean redundancy
This deserves special attention. A building can have connections from two different providers while both ultimately use the same cable route, the same fiber infrastructure, the same building entrance or the same technical room. On paper, that looks redundant. Physically, it is not.
Two key sentences summarize this: two contracts do not yet mean redundancy, and real digital redundancy must be demonstrable physically. From national network to the individual building
A provider can serve nearly all of the Netherlands. For real estate, ultimately only one question matters: what can be delivered at this specific address and in this specific building? Answering that requires visibility into the entire chain: provider, street, plot, building entrance, technical room, backbone, floor and rental unit.
A national coverage map tells only part of that story. The rest lies in the physical reality of the building itself, right down to the MER and SER where the network enters and is distributed. Without insight into that chain, the digital quality of a building remains an assumption.

Anyone who wants to know today which digital infrastructure is available at a real estate location often has to go through a series of steps: run different postal code checks, call several providers, request quotes, approach building managers, inspect technical rooms, search for old documentation and ask who owns existing fiber and where cable routes run.
For energy, BAG data, energy labels and cadastral information, central data sources now exist. Digital infrastructure, by contrast, often remains invisible until someone actively goes looking for it. That is a curious situation for a facility that has by now become just as essential for most organizations as electricity. A possible digital utility check
Suppose that for a real estate object you could carry out one digital check, alongside the data that already exists. Electricity: available capacity known. Energy label: known. Water: connection known. And then connectivity: provider, capacity, redundancy and SLA. The question that arises is simple: if digital connectivity has by now become a utility for organizations, why can't we check it just as easily?
An open invitation to providers and network owners
This is explicitly not criticism, but an invitation. The information real estate professionals look for often already exists within the systems of providers and network owners. The challenge is to bring that information together and make it understandable for real estate. Can we make this easier together?

What IT-Label would like to reliably know per building:
- which provider and which type of network are available at the address;
- whether fiber is present and what the maximum capacity is;
- whether the connection is symmetrical or asymmetrical;
- whether a business connection and an SLA are available;
- whether it concerns an existing connection or infrastructure yet to be installed, with an estimated lead time;
- whether a second connection and an independent physical route are possible.
Sensitive network details naturally do not need to be made public for security reasons. The goal is not a public blueprint of telecom networks. The goal is to give real estate professionals reliable basic information about what a building can digitally receive.
